STAFFING
Staffing refers to the management function of attracting, acquiring, activating, developing and maintaining resources for achieving organizational goals efficiently.  Staffing also involves upgrading the quality and usefulness of the members of the organization with a view to get higher performance from them.  All types of organization irrespective of size have to perform staffing function.
According to Theo Haimann, “staffing function is concerned with the placement, growth and development of all those members of the organization whose function is to get things done through others.”
In the words of Koontz and O'Donnell, “the staffing function pertains to the recruitment, selection, development, training and compensation of subordinate managers.”

NEED FOR STAFFING ARE AS FOLLOWS:
1.        Filling the roles :
Staffing involves meaning the organization structure through proper and effective selection, appraisal and development of personnel to fill the roles designed into structure.
2.        Human emphasis:
It gives greater emphasis on the human element in selection, appraisal and managerial development.  New employee’s attitude, aptitude, commitment, loyalty, sincerity, etc.  Will play an equally important role in the selection, appraisal and training programmes.
3.        Availability of knowledge:
An important body of knowledge and experience in the area of staffing is now available.  Over a period of time, researchers have worked on various aspects of manpower planning, methods of recruitment and selection, techniques of training and development, and evaluation of employees.  Such knowledge can be used in empowering human resource of the organization to get better results.
4.        Specialization:

Earlier, it was the job of all managers to fill the positions in their organization and keep them filled with right persons well equipped in terms of qualification, experience, attitudes and aptitudes.  But later it is realized that all are not competent to select and train people and therefore, there is a need of a separate specialized department to look after such functions.
